  1. Preheat oven to 190°C (375°F).
  2. Cut bell peppers in half lengthwise and remove seeds and membranes. Place cut-side up in a baking dish.
  3. In a bowl, combine cooked quinoa, black beans, corn, diced tomatoes, garlic powder, cumin, oregano, salt, and pepper.
  4. Stuff each pepper half with the quinoa mixture. Cover dish with foil.
  5. Bake for 30 minutes. Remove foil, sprinkle peppers with cheese if using, and bake uncovered for 5 more minutes.
  6. Garnish with fresh cilantro or parsley before serving.
